It costs that to evolve that skill. But it doesn't cost to use it.

i had 20/33 or something like that and it still wouldnt let me evolve it

You can't evolve that ability unless there are upgrade chambers (and hives) built that support it.

Give the manual a read, as it will help you understand how the upgrade and resource system works.
