The color you want the crosshair to be, must be the last color in the palette. All the slots preceding it should be shades of gray (from 0,0,0 to 254,254,254).
The ZIP below contains the fixed .BMP file. If you open the file with an image editor, you'll be able to see what a typical palette for Indexed Alpha transparency looks like. Once you're done with that, you can compile the crosshair from it, without any further changes.
