I can't either, and I live in Europe. So 3 people from different corners of the world can't connect to gamesurge. I really don't see the connection (pun).
I think this is DNS related - Grep had a problem connecting before also. Try connecting to this IP: 69.12.31.52:6667 It's one of gamesurge's ip addresses.
