1- DC is first cuz if the rines pull off a double hive lock down, you'll need fades or oni with cara or regen. ( I think DCs in 90% of pub servers are the #1 best starting chamber)
2- MCs go second cuz you'll want to be able to get between your two hives very fast , plus I find celerity is the best MC up for a skulk and with the gained agillity can get a lot of R4k ( I think MCs are the 2cd best starting chamber)
3- sensory goes third because its not all that great and its the only one left ( I don't care what you say sensory is the WORSE starting chamber)

I don't think theres anything wrong with the chamber system as it is
Basically the aspects of it can go like, but is not limited to, these examples:
O All chambers can be built at any time, but the level of upgrades you get is based off of the number of hives and not the number of chambers. Sense and movement chambers are up at hive 1, but you only get level 1 from both the upgrades. [upgrades more powerful]
O You can build any chamber, but their upgrades are seperated from them; one skulk could have carapace while the other has cloaking. [even if the first chamber was a MC]
O You can build any chamber you want at hive 1, but the first chamber to go up gives you the upgrades; the others simply give their area-effect.
and the list goes on and on...
if the aliens get DCs just get an arms lab and start gettign ups
if they get MCs you might want to get a couple shotguns to stop thoose newly sped up skulks
if they get sens then you'll get motion tracking
so as you can see its not fair to expect the marines to deal with all 3 of thoose scenarios at the very beggining of the game
