tier refers to level which is confusing in no linier tect rts's. For example if your playing warcraft three, and thing you can make with a level 1 town hall is refered to as tier 1. Level 2 tier 2 ect. Rating tiers in a less linier structured game is more confusion.
There's no tier for either of them, though that term has always had a loose definition in NS. To answer your question I guess, HGs are researched from armories, cat packs are researched from arms labs. You can have both of them a couple minutes into the game if you want, though most comms don't consider either of them to be important.
both would be tier one - they can both be researched without needing any 'advanced' structures - Armoury can reserach Hand Nades OR Adv Armoury as soon as it's built - Catpacks can be researched as soon as Arms lab is up... doesn't require proto.
Some argue that the Onos is tier 3 tech because of its sheer res cost , so I'd say the catpacks are tier 2-3 tech because they aren't cost effective compared to medpacks. Decent comms usually wait for A1+W1 upgrades to complete before teching catpacks , so catpacks can be considered tier 2 : they're an alternative to HMG rushes.
Handgrenades can be considered tier 1 since they're cost effective early game if the aliens are OC happy.

I know Flayra had a tiertree, Ive seen notes on it (not this is big summary of a better rant) please someone tell it me :/
