Some Help With Windows Customization

<div class="IPBDescription">Icons N' Start Bar</div> Ive really been getting into windows customization lately, and ive got 2 problems.

How can I change normal pictures into icons? Not as in making my own from scratch but a conversion to ".ico"

How do I change the color of the start bar? Not by going into Display etc with only the 3 colors but more in depth, to anything I want pretty much.

First off windows XP (if thats what your talking about) can use .bmp as icons (just change them the way you normally do, and they will be resized). If you want different start bars, i suggest finding Style XP. It will not only change your start bar, but give you entirely new thimes, icons, boot screens, logon screans, and backgrounds. I use it all the time.
