Words cannot express how much I recommend dbpowerAMP Music Converter. Hands down the best cd ripping program I've ever used, and its free to boot.
Screw whatever anybody else says, try this first. I realize that's something rude to say, but that's how much faith I have in this program. It pwns.
Maybe not the MP3->Wav thing, but hell Winamp can do that in like 2 seconds.
And did I mention its free? And fast? Their site claims it to be the absolute fastest ripper anywhere, and from my experience with it I can definately say its faster than AudioGrabber, That other one that everyone uses (you know, that ugly one that crashes a lot but for some reason is bundled with everything) and everything else I've used.
pff, just use windows media player you can change the ripping quality in options

Grip. Best CD ripping software I've used. But then, you need to be running Linux to use it.

Man, a real audiophile would break out the shotguns on this thread. I'm not quite at that level but man, people talking about ripping things with Windows Media Player still gives me the willies. If you are ever going to rip with Windows Media Player, stop, take a step back, hit yourself in the head a few times to drive the message home, then download Exact Audio Copy. Once you've ripped it with that then go sit in a corner for a while and thing about the atrocity you almost committed.
Make sure you use at least VBR mp3 using LAME. If you really want to do the right thing, use Musepack
Oh hell, EAC is what I meant not, CDEX. I remember using CDex and it was...bleh. Moultano reminded me.

Screw whatever anybody else says, try this first. I realize that's something rude to say, but that's how much faith I have in this program. It pwns.
it does:
cd -> wav
cd -> wav -> mp3
cd -> mp3
cd -> .raw (rips raw data from audio and data cds alike)
wav -> mp3
mp3 -> wav
it also has built-in freedb cd recognition... which is handy
but no, the full version is *not* free.
Maybe not the MP3->Wav thing, but hell Winamp can do that in like 2 seconds.

Sure sucks.

CD-WAV/MP3/OGG
Free always, integration with freedb.

Supports OGG, MP3, a few others... variable or standard... quite a few rates etc.
