Also somewhere else was a similar question. Something like "Are you going to use this product in use or production of weapons of mass destruction? YES/NO".

They most likely put it on there so someone can’t plead in court that they thought it was acceptable to do whatever. It seems to be from a purely legal standpoint because people wont admitingly say yes, but if you catch them later, you can convict them of lying on a government form in addition to whatever they actually did.
