if youre connecting under isdn speeds, dont set fps_max to 100. It takes more bandwidth to transmit that many frames a second and will only cause you to choke (especially in heavy situations)
fps_max (depends on how many fps you can do on your computer and your connection) fps_modem <-controls dialup fps to transmit. Same as fps_max but for dialup rate (the max rate in Hl I think is 15000 anyways...) you should know this setting for yourself. if youre under isdn speeds then its 5300 or less for rate
cl_cmdrate - dialup would be 23 or less depending on the speed you connect at. Of course, the higher the connection, the higher this can go. I dont exactly remember the technical definition for what this does, but I believe it was that this setting controls how many updates you send to the server. The updates are your client information that you do. Such as killing an enemy or moving for example. The higher this is, the more accurate your infomation to other players are.
cl_updaterate - This is how many updates a second you receive from the server. The higher this is, the more accurate your game info is (and the less you seem to miss shots that you actually hit) Any lower than 15 and its just completely unplayerble. the default is 25 I think. The max is 100 I think as well. Adjust for your connection.

fps_modem 1 (I'm not quite sure if this does anything anymore in Steam.)
