Level 1 weapons has no effect on LMG vs Hive 1 Skulk encounters Apos, so for all intents and purposes its a saved point or a prereq for L2. The same amount of bullets is required to kill a Skulk with both pistol or LMG as if you had Level 0 weapons, as opposed to Level 1.
Whats mostly being overlooked here is a) yes it provide the required earlygame nerf to make marine offense have a chance of success. Even with A1, you're still only taking 2 bites total - armor regeneration doesn't happen, and even if you do weld its risky business. Focus retains its usefulness lategame too, in a ton of ways - it increases the damage over short contact times, making hit and run attacks very attractive. It counters resupply almost completely and of course its more adrenaline efficient than normal swiping.
I dont mind level 2 focus, and I get it almost every game. But I would mind being forced to get other upgrades first. Reason being that not everyone likes to get the same upgrades. I never even bother getting my level 2 abilities when i'm lerking let alone level 3. It would not be fair to force this upon someone who dosn't want to use it.

Personally, I'd like to see one of two things happen:
1) Focus gets taken out of combat. Webs can only be placed in hive rooms. Grenade launcher taken out of combat.
2) For marine, auto armor regeneration or a new upgrade available for auto-regeneration of armor. 4 points/second for LA and 8 points/second for HA (HAs woul still need 30+ seconds to fully recharge armor) Focus brought back down to one point, but can't be obtained until level 3.
4 points/second is lightning fast. How about starts off at 1/second, and increases by 2 for every armor level(doubled by HA, which does need some buffing compared to JP). That way you can camp somewhere and maybe hold off skulks endlessly, but you can't go offensive and get enough armor back while attacking for the extra bite-effect without someone welding.

Well, the numbers have to be tweaked, but think about it. At 1/sec, you'll need 25 seconds to heal your armor completely, and of course if you want health too you'll need to spend yet anotehr point! Think how long to takes for a skulk to get his health and armor back even without regen by just standing under the hive. Armor regernation needs to work at least as fast as Spores can take it down, so it'd be a spore-counter.
Making spore useless is always fun, making web as an end gamer taken out is usually a bad idea, though the marines hate it it must be used to defeat camping marines if your lerks or assault khaara suck at that job, and that the server has no time limt.
If the marines get armor regeneration what buff do the khaara get? The marines can already weld each other there is no reason to buff ramboing which is already stupidly used, getting HA instead of JP when spores are everywhere encourages some diversity, so many shotty/JPers it makes one vomit.
Don't blame the admins for lack of teamwork, the khaara are suppose to be rambo like but instead they need more teamwork then marines, sad isn't?
Heck, the only reason khaara are so overpowered in Combat is they can get more then 1 upgrade from an area, carapace/regen is quite rigged on a fade.
The GL is stupidly effective against skulks, gorges, lerks, it sucks against everything else. This is fine but tweak the splash radias so making spamming is less effective.
For every buff to a marine there must be a buff to the khaara unless it was glaringly underpowered, AKA catalyst.
works out fine, you can either pick the counter to the other teams 1 hit(armour 1 for rines,or carapace for aliens) or use your points and get your 1hit kill(focus, shotty)

If you have focus, you bite, and the marine notices you and jumps, but since you have focus you will wait just long enough for him to land before you can bite him. Meaning he won't get huge knockback. Although unless he is a HA that won't matter much, except in combat where resupply+ a3 = 3 focus bites(or so I've heard)...

Only once you get higher lifeforms does that MAYBE become true. Skulks however can still die from a single shot.

carapace is the counter to the skulk being completly useless. In classic, however, it isn't worth spending 2 res on it. Not worth spending a level on it as skulk in combat either.
