are u sure u dont have anyhting running in the background that could be causunbg this? possibly spyware or even a virus?
As what dashaus had suggested, scan your PC for any possible spyware/ad-ware. The tools to scan for spy/ad-ware, i wld recommend Spybot S&D and AD-Aware. Be sure to update before you scan. Go do a online scanning for viruses too..

Next, check the processes in your task manager and see which process is taking some major CPU when u are in a NS game. This is not very accurate sometimes, but it does help to giv u an idea which processes are taking up cpu time when the game is running
However, u must be running either Win2K/XP/2003 (basically the NT OSes) .
Check under teh column, " CPU" and see if there is any process using >80~99

If that doesnt work and you are running XP you may want to add more RAM.
Do you have same issues running other games, DOD, CS, TFC?
Have you Googled for possible causes? Something like "FPS Drops"
he's got an ati card and aren't there issues with ati cards and half life?
