Team 2 Wins?

I'm using the awesome new which bot and I turned up mp_limitteams. THis allows me to put in more bots, but when like 4 people if we have 8 bots we join and team 2 wins becuase of the ration of aliens to marines. What setting is this and how do I turn it off.
