Vampire: The Masquerdae Bloodlines
Vampire: The Masquerade this game looks awesome. They claim its based off the half-life 2 engine, but its made by activision. Does that mean its going to be a mod or a completely different game sorta life how the unreal game was originally off the quake engine. It looks awesome, I'm cheap but will probably get it anyways. It's not a mod. They actually bought the HL2 engine to make this game...PCGamer had a nice preview on it.
And they licensed the Source (HL2) engine from Valve. It is not a HL2 mod, nor does it have anything to do with Sierra or Valve other than paying them a lump sum of cash for the code and some dev support.
Engine licensing is very commonplace, in fact Half-Life 1 is based off a licensed copy of the Quake 1 and Quake 2 engines. (Quake 2's renderer, Quake 1's everything else)
The only difference between an engine license and a total conversion mod is the players don't need the game the engine is used from to play it and the company can make money off the product without being beaten with the legal stick =3

You're forgetting that buying the engine license allows developers to revamp what they see fit, like Deus Ex 2 adding proper shadows to the Unreal engine. From what I hear, Troika games have made the particle system more complex and introduced a cloth system, cause we all know vampires are nothing without a flowing robe.
Only thing I'm thinking that it lacks right now is the rest of the WoD characters. I want to play a Garou, damn it.
Now, the option to play Kuei-Jin, now that would own.
