I'm a semi-noob who is looking to learn how to command. I'm wondering where is a guide that explains everything in commanding. As in what everything does. What the hot keys are. What the binds you can do are. The answers are scatted around this forum, but does anyone have them together?

First off, commanding is the most stressful role in NS. You have marines left and right asking for equipment, upgrades, and just complaining at your overall shoddy commanding skills. Don't be discouraged.
There are four main buttons that you need to memorize. They are 'q', 'w', 'e', and 'r'. Respectively, pressing these buttons will switch you to the level 1 building menu, level 2 building menu, health+ammo menu, and equipment menu.
Notice how that they are all at the top left of your keyboard, that's very important, remember it, as it goes for the same as buildings.
Overall, there are just 12 keys you need to memorize. The first four letters on each row to the left of your keyboard.
There are times in the battlefield, where people will request for ammo and medpacks. There will either be a voice that says, 'soldier needs ammo', or 'soldier needs health', and there will also be a medpack/ammo icon on the bottom of your view. Just click this little button to go to the request, or type your 'go to ammo/medpack request'.
When timing is crucial, to give out a medpack, go to the request, quickly press 'e', and then 's' and aim your medpack on the marine. For ammo, it is 'e', and 'a'. Tip: if the default bind keys to go to ammo/med requests are too tedious for you to click, you can just bind them to a place you want. For example, I bind my health requests to '6', and my ammo requests to '7'.
Know where the buildings are placed on your build menu. For example, the armory is located on the second row, and is third to the left, on the level 1 building menu. That means if you are in another menu, you must press 'q' then 'd' to select an armory to build. Notice how that 'd' is also on the second row of your keyboard, and the third to the left.
Most of it is just trial and error, you can find an explanation on what the functions of the buildings are in the manual, and depending on the size and skill of the frontiersmen under your control, you will have to adjust your strategy accordingly.
General Equipment:
Shotguns: Shotguns (jokingly referred to as 'shirtguns') are the masters of killing skulks, fades, buildings...generally everything. They are multi-purpose weapons that can deal a large amount of damage in a very little amount of time. Its range is limited, but all aliens have to be within melee range if they actually want to kill you. Time your shots right, and aim. Usually you drop shotguns when the fades start appearing, as these are (arguably) the best weapons to take down a fade with. Shotguns cost 10 res apiece. Hotkey=='s'
Welders: Welders are the unsung heros of the frontiersmen. They can repair damaged buildings and armor (which Heavy Armor should always have). Also, on various points of the map, there are weld spots. These weld spots open new doors, shut vents, deny kharaa territory, and gain shortcuts to key places, you need to weld these places in order to gain access to them. They can also weld webs, but generally in classic, if the aliens have 3 hives, you're already finished. Welders cost a measly 5 res, but can be crucial to winning the game. Hotkey=='z'
Mines: Mines are a must for base defense, they are much more cost effective than the turret factory+electricity combo, and they give you resource for kills (RFK) when they kill a skulk. Place them around key buildings (arms lab, IP, armory) and if skulks try to rush, they almost always step on a mine. Mines cost 10 res a pack, and come in packs of four. Hotkey=='a'
Heavy Machine Guns: HMGs are highly inaccurate, but highly devastating weapons. These appear later in the game once you have upgraded to an advanced armory. They are highly useful against all alien life forms, but they deal only half damage to structures (otherwise it would be unstoppable). It is used mainly for taking care of onos (which die frighteningly fast when you are the onos being shot at), and can also kill a slew of skulks as well. They cost 15 res apiece. Hotkey=='d'
Grenade launchers: Useful for destroying WoLs (walls of lame) which are just a bunch of offense chambers coupled with defense chambers. They deal double damage to structures, and they kill skulks easily. They cost 20 res apiece. Hotkey=='f'
Heavy Armor: Very useful for damaging alien morale, and also provides the extra security needed to assault a hive. If you equip heavy armor, you MUST equip welders too, as they can repair the large amounts of armor that the HA have. They cost 15 res apiece. Hotkey=='c'
Jetpacks: In my opinion, these are a waste....But their intended function is to dodge the attacks of aliens (great for open spaces), and also chasing down those pesky fades and onos. Jetpacks can also access vents, which can sometimes create a shortcut to the hive. They cost 15 res apiece. Hotkey=='x'
Well, that's about it. The rest you can pick up in the manual.
EDIT: I found the manual.
How do i assign people to squads. Once there on squad, how do choose them all at once with out having to click on them. Is there a way to select everyone at the same time, with out having to select them your self (i.e. Hit b)?
You can assign buildings to this too. It's handy for things like the arms lab, and DAMN handy for the observatory.
General comming tip: be agressive. Tearing down one of the alien's rts is worth more than saving/building one of yours.
Not flaming here, just pointing it out to Sigafoo incase he/she hasn't got default keys.

However, people seem to like writing their own guides every time one of these threads comes up, it's fun
You should think how you start the etc where to send ppl, and how to react with rush and most important WHAT YOU BUILD IN START.
I have something liek 5 of basic bases which i thought, one is early quick, another staright hmg which owns for bad co-aliens and few more.
But most important is that you know straight in start what to build and where. Think few basic bases and start expierimenting with them.
Sometimes they don`t work and your team is whining, so what? when you find good tactic they WILL PRAISE YOU
(sty i don`t have time to search typo`s...)
arms armory ip _60_ <-- that is quite nice when you get adv rightaway and also upgrd weapons immediatly at 5min you usual have lvl 2 wps at least and adv and also hmg ----> means that all fades will be shreddered,
but these leaves you rt bit bumpy cos you cant electrf them.
ip tf _35_ <--- these is for the not so trustable public game. Idea of this is to send all your marines to cap res and immedatiatly electrf them u usual get with 65 res 4 res up quite quickly and then electrf them now the skulks can`t do much for your rt and your team will mostly get more. This time you should also start making more base. (btw armory after 3 rt)
ip obs armory tf _65_ <--- Idea of this strat is to get quick pg up so you will save 15 res on all rt, because you do pg instead of electrf. this will need saome team working because the pg`s are quite easy to destroy so you need your team to response to your "pg!" call. this often falls to that yuour team wont listen and you loose all your rt.

don't use a mouse key for voice, it doesn't work in the CC.
