Server Pausing

Ok...how do I stop this?

Everytime a player goes into console game freezes/pauses/lags majorly. Someone suggested that it's a sv variable. Can't find which one...someone wanna point me in the right direction?

In listenserver.cfg, change "pausable 1" to "pausable 0"
