Problem With Video In Winxp 64-bit.

I have asus k8v motherboard with amd 64 3200+, 1 GB ram, and ati radeo 9800 pro. I'm using D3D 16-bit video option, it doesn't support opengl. My video look weird and I'm having a very high ping (100+ to 500+). It's not my connection, I have win2k and I have a very good ping when I use it but winxp 64-bit have a crappy ping. Here's a file attachment for you to look at. The red circle show that there is a green admin icon with normal view. Ati doesn't have the latest driver for 64-bit version. I think it probably my video card driver but just to let you know how crappy the video looks like at winxp 64-bit. Does anybody know where to find the latest 64-bit driver for ati radeon 9800 pro? thx.
