Playing Ns 3 Without Steam On Hl Stand-alone Game?

I've searched for around 30 minutes on Google and the forums, and I haven't been able to find the answer. Is there an NS 3 for non-Steam Half-life? Not all of my friends have Steam, and we want to play NS 3 through the stand-alone HL game. Is it possible? There's plenty of NS 2.xx all over for non-Steam HL, but I can't find NS 3. Any help?

If I posted this more then once, I apologize, I'm having Internet problems.

I'm pretty sure ns 3.xx is for steam only.

The nsp directory from the Steam HL directory can actually be copied over into WON and made to work, but it's not supported and not recommended.
