ok, this could avoid spam thread lockage if people back up their points (so please do!)
ok, Apocalypse is sorta cool, but he lacks any for of style.
Thanos (during the infinity war of course) <img src='http://marvelite.prohosting.com/surfer/reviews/covers/ig04.gif' border='0' alt='user posted image' /> cool, a sense of style, and unfriken believably powerful.... unfortunatly he goes nuts and then looses some cool points.
All of the spiderman vilans are rather cool. They got good powers, and generaly a sense of style, but over all something lacking (there is rarely any doubt that spiderman can just trounce em all)
MY personal favs though?
Magneto and DrDoom
<img src='http://home.utm.utoronto.ca/~jangi/dr_doom.jpg' border='0' alt='user posted image' /> DrDoom: Not much raw power, but one of the greatest minds. he is crafty, meniacle, and knows how to do things so they LOOK good.
<img src='http://www.mckellen.com/images/misc/magneto.jpg' border='0' alt='user posted image' /> Magneto: Stupidly powerful, wonderful style, and he has a REAL cause (subjugating/destroying the human race gets booring after some time. He is looking out for his felow being, fighting back agains humanities oppresion, etc etc etc <!--emo&:)--><img src='http://www.unknownworlds.com/forums/html//emoticons/smile.gif' border='0' style='vertical-align:middle' alt='smile.gif' /><!--endemo-->
NOTE: I decided to stick with comics b/c if I go further I just open up WAY to many things, like: Farscape: Crais or Scorpious First 3 eps of starwars Vader: cmon, he walks into a room and the music kicks in, aka I AM BADASS

Emperor Palpatine. He didn't have ridiculously strong physical, mental, psionic, or magical powers, but what he did have control of:
The imperial navy. Tens of thousands of imperial star destroyers, all capable of reaching anywhere in a galaxy in days or weeks, and each capable of slagging planets.
I'm positive that had he survived the battle of Endor, the rebel alliance would not have prevailed.

Oh, and the "girl with the lips" is Xenia Seeberg, who played Xev.
*Well, except for a few people, namely Stan and Xev. Kai was already dead, so that only semi-counts. And 790 is a robot head, and that little piece of brain doesn't make him human. Off Topic: Did Vlad just come over on the LEXX in the Cryo-Chambers, or did she return after Fire and Water became Earth?
Looking back at all that, that is a really crazy show...
I nominate Hades from the Disney animated movie Hercules.
One of the most original villains of modern times, he had blue flame for hair that turned red when he got mad, plus he played BOTH the bad guy AND the comical relief! And his comical relief was actually FUNNY!
Okay, so she got pwnt twice, but so did Emperor Palpatine. First, she's trying to annihilate humankind for her own will because she believed she was a god. I'm not sure, I was never able to play SS1.
Next, she created her own lifeforms, her own beings, for the sole purpose of assimilating life. Decieving the solitary survivor of the cataclysm on the Van Braun, she took him through a web of lies and deciet that ultimately allowed her complete access to the faster-then-light drive on the Rickenbacker.
Using that technology, she ascended to a god, able to create, shape, and destroy reality at her will.

As for most powerful villain, you gotta go with Apocalypse. He just couldn't die.
He got nerfed when Jesus came though.
