Vsync On In Game But Disabled On Card...

<div class="IPBDescription">Confused? Read on...</div> So anyway, I decided to get NS again.

Now, I disabled VSync on my graphics card altogether a LONG time ago. Though, unlike other games (non-steam), Natural Selection (let alone any game on Steam) seems to push my monitor refresh rate down to 60Hz and force VSync on.

Does anyone know how to:
A) Change monitor refresh rate for Steam games.
And/or:
B) TURN OFF VSYNC !!!![!!!]!

EDIT: System Specs, almost forgot.
Processor: Pentium 4 2.0GHZ
Sound Card: Sound Blaster Live! 5.1 MP3+
Video Card: NVidia GeForce4 Ti4600 128MB
Monitor: Daewoo 19" Flatscreen (NOT Flat Panel) Max Refresh Rate: 85Hz.

    to change your vsync, then go to your card properties under opengl

    Go into your config.cfg file. Look for the line:
    "fps_max 60.0". Change 60.0 to 100.0, and save it.

    Does anybody realize that VSync has a purpose, and 100fps doesn't?

    If you have a GeForce 4 let Vsync stay, it probably won't affect your video that much. To get your refresh rate up I'm not sure about Nvidia, but Ati control panel has soemthing called "force overide refresh rate" forcing this rate on all applications, perhaps look for something similar to this in teh Nvidia panel.
