Massive Amount Of Choke

OK when I join ns after I updated steam, im getting a lot of choke (70+) when I get into battles, when im not in a battle or near any structures its ok. I tried setting the rate to 7500, 8500, and 9999 to no avail, plus I changed the cl_cmdrate and cl_update rate which also didn't help.
My connection is a 1mb ADSL connection.
My system specs are:
Amd 1400 athlon
- 5.1 digital soundblaster live
-Winxp proffessional-
1024*768 23bit colour
- Detailed description of the problem, and what exactly you were doing before the problem occured.
- Am running EAX
- Using halflife retail- Do you use Steam or WON.
- Using Ns Beta 3 version 3

2) If you are ussing dial up there is a proces called QoS Packet schedular. Make sure you turn it OFF. You can try this even if you are on broadband, though it isn't as likely do do anytihng.
(start--> Settings--> Control Panel--> Network connections--> your net work connection(what ever its called)--> Poke around in there and make sure it is disabled)
3) Tell all of the other steam games to NOT UPDATE.
pull up the games window (you can get it from the main steam window)
then rclick on each game and tell it to NOT keep its self uptodate.
NOTE: When ever you play a game it will maticly switch that choice back.

I think I figured out the problem. steam was trying to get condition zero and was preloading it, taking most of my bandwidth.
