Historical history part 123: Back in the day when hackers and software piraters were all still using BBS's, the law authorities put up sniffer bot uhhh thingies to read posts and whatnot and scan for things that contained flagged words. To get around this, the hackers and warez monkeys started 2 t41k 1ik3 7h15. So that way the thing wouldn't pick up what they were saying, yet it could still be decyphered by the human eye with just a little imagination. But after the cops got wise to their crafty schemes and started looking for this too, the hax0rs and warezers stopped cause there was no more reason to do it.
Nowadays the only people who speak l33t do so 1) for its comedic value (this is me), 2) making fun of hax0res and warez people (also me), and sadly 3) idiots who genuinely think they are better people because of it.
Oh and as far as a translation goes:
h4x0r: hax0r, or hacker. most likely an idiot script kiddie rather than a real hacker. ex: omgz the hax0r got my gibson!
pwn: short for pweened (or pw33n3d), which itself means owned (or 0wned), which means, to dominate. ex: I pweened you with the rocket launcher!
I use it sometimes to emphasize idiocy, but basicly, just blur your eyes and you should be able to make out characters, and then figure things out.
The New Hackers Dictionary (beware, it's as a web page and it's huge)
For example:

Quote

ACK /ak/ interj.
1. [common; from the ASCII mnemonic for 0000110] Acknowledge. Used to register one's presence ( compare mainstream Yo! ). An appropriate response to ping or ENQ. 2. [from the comic strip "Bloom County"] An exclamation of surprised disgust, esp. in "Ack pffft!" Semi-humorous. Generally this sense is not spelled in caps (ACK) and is distinguished by a following exclamation point. 3. Used to politely interrupt someone to tell them you understand their point (see NAK). Thus, for example, you might cut off an overly long explanation with "Ack. Ack. Ack. I get it now". 4. An affirmative. "Think we ought to ditch that damn NT server for a Linux box?" "ACK!"
There is also a usage "ACK?" (from sense 1) meaning "Are you there?", often used in email when earlier mail has produced no reply, or during a lull in talk mode to see if the person has gone away (the standard humorous response is of course NAK (sense 1), i.e., "I'm not here").

There's a load of stuff in there (most of which I've never even heard of). I keep it on my hard drive for quick access when I can't understand what people are talking about.

"WOOT! THIS IS SO LEET! I R ROXORS YOUR BOXORS!"
This is no joke, untill I pwned his ### at CS, that shut him up.
--Scythe--
it all depends on the community your in actually
Some places saying somone "h4x" is a complement, but it also doubles as a accusation.
an example is, "I have l33t conc jump hax"
tfc specific lingo, conc, this is a grendade type that causes your screen to shake around, also gives you ENORMOUS highet
RJ, this is pretty much any game with unrealisitc physics, you aim the rocket at the ground and jump giving you almost as much height as a conc jump
CS specific, T, T is short for terrorist team
cs specific, CT, CT is short for counter terrorist team
HL specific, SNARK, a snark is a cute little biological grenade that is probably the coolest weapon ever
"l33t" or "l337" is is substiture for cool, or grandious.
"pwn", isnt so much "own" anymore but has become more of a "awsome", once again this is dependant on the community
"rgr" is short for roger, or affirmitive
"neg" is short for negetive.
(I dont feel like goin through lol, rofl, lmao, or roflmao as they are basic internet accronyms)
Okay, so i asked for that but at least i had the courage to ask what a lot of people wanted to know (probably)
I did know I33t and the easier ones and I am good enough to translate the little phrase earlier, it's just the less common ones i don't get.
As for I33t speak, I'm not in the Us so that gets me out of that one.
Ah well.......
