Wishful thinking
I've never actually played Rocket Arena, but my understanding is that it's a 1v1 match with select weapons, etc. So I was thinking about Counterstrike, and AWP-only maps... and the movie "Enemy At The Gates," which focuses on a battle of snipers in Stalingrad during WW2.
I really don't know if it could ever work... but the thing that was great about the movie was that it was *all* about maneuvering, and not about shooting. Each sniper had to choose his position and attempt to out*think* the other.
How to make it a game? Set it up like Rocket Arena - 1v1 sniper battles, perhaps set in a bombed-out cityscape - two 4-story buildings facing each other across an ash-covered square, or perhaps jumbled piles of rubble and wreckage - some burning, etc - stuff like that.
Obviously, two snipers waiting for each other to make the first move would be unbearably dull. So give the sniper an additional objective - there are A.I. grunts approaching his building, intent on taking him out, and he has to shoot them down as well. But every time he fires, his muzzle flash gives away his position to the enemy sniper.
I'd say give each sniper his rifle (you could have a selection of several - each with different zoom power, penetration, etc.) and a sidearm to defend himself against any grunts that actually make it *in* the building (or perhaps if they reach the building, he simply loses). In "Enemy At The Gates," at one point they put up a helmet on a stick to fool the enemy sniper - perhaps similar diversions could be used in this game. If so, I'd suggest delaying kill announcements by ~15 seconds (so the sniper doesn't know for a short while if he killed the opponent, or simply hit a helmet.
Well, it's a thought. If it didn't get h4x3d to all hell, I think it could be a pretty interesting arena (no pun intended) for snipers to perfect and demonstrate their skills. Because frankly, an accomplished sniper, even in a game like CS, isn't a "#####" - he's a marksman, and a damn good one.
ps~ Please don't take this idea for your own.

Now, to be honest, I've never enjoyed being able to be killed in one hit by someone that I don't even see. This is probably the first thing that makes me kind of uneasy about a mod concept like this. But if sniping means being smart as opposed to just crouching at the end of a bridge and clicking on anyone who walks through the door, that could open up so many levels of depth. I can think of so many things that would be cool in a game like this. Like maybe picking up a rock and throwing it so the enemy hears it and thinks you're there, or using a mirror to search for your opponent(if only there was a game engine that could do realistic reflections :/). I might be interested in seeing what I can do, if I can get the frikkin SDK to compile on my computer...
Im just saying.... I have never seen a newbie who *cant* awp. The game takes on a more skillfull tone when playing with no awps. One or two per team is not two bad since they are easy to take out(since must really suck..), but in some games it is my awp ##### team vs. their awp ##### team, and I try to use a m4a1...
Good idea tho, sorry bout the rant 8-)
Wasn´t there a mode exactly like that in Tribes 2? Or was it Tribes 1?
/me has a bad memory
Other ideas: a successful kill could be replayed for all people on the server... start at the victim, pan to the location of the victor, then zoom across the battlefield to his location. Spin back around to face the victim, and then do a Max Payne-style slow-motion replay of the shot.
--one bonus of this is that the victim gets to see where he was shot from - call it a learning experience. It would hopefully reduce the complaints of unseen kills.
The great thing is that by just focusing on sniping, you can add much more detail - bullet ricochets, accurate penetration, muzzle flashes, all sorts of goodies.
I was JUST about to say that
About the mirror, one could just have a square that has part of the face on it for others and perhaps a camera style device for the one using it. Also, there should be a way to shoot and destroy the mirror.
2 teams, 1 sniper a team. The rest of the team has weak submachineguns, basicly making them a scout force/fodder.
10 points for killing a sniper.
1 point for killing a "mook".
The sniper is randomly selected, and plays till he dies, when a new guy is rotated in.
Respawning would be every 30 seconds, ish.
*I* Can't AWP. I don't like speed sniping. I'd like an FPS where you can hide well enough to line up your shot instead of shooting, ducking for cover, then shooting again.
As for the kill replay, that should only be for the person that was killed, because other players might be lining up their shot and about to fire, then the replay cuts in.
But if this is going to be made, consider my name put down on the 'I want to help make this' list
So, yeah, I like this idea. I have nothing to contribute (unless, of course, you want moral support), but I would love to see it implemented.
If there's anything I COULD do to help, of course, I would...

(after all..on games like Soldat and Counter-Strike..the only weapon i'm good at are the sniper rifles, lol )
Maybe there should be certain scripted events on maps, i.e. you can shoot a rafter in the ruins the enemy is in and a section of the roof will collapse or you can shoot an area in your base which will create a good distraction for the enemy... or something.
That way its about knowing the terrain and not only moving to the best places but also reducing the places the enemy can move too as well.
Good idea for a mod though.
Sniping doesn't seem to work in AHL though...
