Radeon 9600 Fps Issues

Ok guys need your help.
I have an ATI radeon 9600 pro with 256 mb on board ram and im getting 60 fps max at 1024x768 in ns. Sometimes in firefights it drops to 30.
My AGP bus setting is 8x and most of my settings are on performance. I dont get it because my friend has a crappy geforce mx440 and he gets a solid 100 fps. Ive changed my fps_max to 100 and i still only get 60 fps. I have the latest drivers from ati and my 3d card is overclocked to perfection and it works great in other games but NS just chews it up.
I have 1gb of ddr and an athlon 2500 barton cpu.
What's the go? is NS really this graphically heavy? I get 100 fps on CS =(
i love NS and i really want to enjoy it to the fullest.

From your graphic card's options:
Turn off vsync
Enable triple buffering
Doing all of this should help a lot

Bad advice. Triple buffering makes absolutely NO difference whatsoever except suck up some extra memory for another back buffer when vsync is off.
If vsync is on it provides another framebuffer for the graphics card to render to while it is waiting for the monitor to draw the current frame, this removes the annoying refreshrate/integer framerate(e.g. only 100, 50, 33.3, 25, 20... FPS available). Using triple buffering is like disabling vsync but without the tearing, that's why people want to use it, there's no point if your going to disable vsync anyway.
Not really. HL is very old, old things and new things usually don't work that well togheter. HL eats CPU power like no tomorrow, on almost any system it will be CPU bound, if you have truform(ati_subdiv and ati_npatch) turned on it will use even more CPU power because truform is no longer available in hardware on the latest ati cards(it was never used much and they didn't wan't to waste transistors on an unused feature so they implemented it in software so that it still could be used if you really wanted to).
This might or might not be the cause for your problems with ns specifically.
