That FAQ r teh outdated. That one is pre-2.0
BTW, vet program = teh closed, so no more registrations for vets. Sorry.
Short answer: You don't. The Vet Program is closed.
Long answer: The original Veteran program was created to acknowledge the few clans (about 10 of them, not sure) that helped with the orginal testing of Natural Selection 1.0 before it was released. Possession of a Vet Icon used to mean that you could make a pretty safe bet that the player possessed a higher than normal skill level and team ethic.
Unfortunatly this is no longer the case.
While 3.0 was in Beta testing the Veteran program was opened up to any basic Joe who could gather five other players to themselves, come up with a name and declair themselves a clan. As such the Veteran program was flooded with a large amount of people who just applied to get a free icon. This in turn has led to alot of abuse ingame, where these so-called Vets think their King S**t, and demand to be treated as such. And that led to the closing of the Vet program.
I don't know for sure, but rumour has it that a lot of the erronous Vets status will be removed in a future update.
Pretty much if you want a nice shiny Icon to call your own, scrounge up $20 bucks and send it in
