I don't think the purple HA icon ever gets clarified.

the purple HA was reserved for "NS Guides" these people (officially commisioned by flayra and dev team) were to play their game, have limited server acess on ALL servers (the help_<playername> <message> comes to mind). this was a security risk, and was tekn out beofre put into full effect,

it's now used on may servers for lower level admins, where as the admin icon, is used for the top level admin(s).

Actually, it never was taken out, it just kinda never worked correctly and the whole project flopped on the whole on 1.0 release.
