Abnormal Lag Issue

I have been playing NS for quite some time now and picked up broadband quite a ways ago and slowly since then, this problem has been steadly increasing. You see, the problem I have is that I can play some games perfectly find in NS on either side (wait, that's not the problem <!--emo&:)--><img src='http://www.unknownworlds.com/forums/html/emoticons/smile.gif' border='0' style='vertical-align:middle' alt='smile.gif'><!--endemo--> ). Anyway, the problem is, sometimes a round will start and my ping will jump around like a kid on sugar; it goes from 0 (yeah, 0) to like 500 something. As you can understand, it becomes unplayable when this happens. But, however when it happens, like I said there are times where it is in the 0 range area and it is like normal. However, after 4 seconds of normal, I get about 3 seconds of stand still-frozen-like behavior because of lag. I have tried everything to solve this problem: tweaking variables in console, shuting down background apps and giving HL priority, reinstalling HL AND NS; but nothing ever works! I hate to post here and ask for help, but as you can see I am at my wits end with attempts! Now that you have my problem, here is my system:
P 4 1.8 ghz
512 MB RAM
NVIdia GeForce 4 MX 440 grahics card
Win XP: HE OS
80 GIG HD less than 50% used
Running NS in 800x600 OpenGL mode; only functional mode as in it doesn't look goofy
negative on EAX

Oh yeah and I used a Cable modem with AOL (it is not slow really so don't start) and I typically connect at 2-3mil bps so I can't understand why it would be connection lag; but it also seems weird for it to be some type of video lag with my rig.

    do "net_graph 3" in console and watch "choke" when you start lagging.
    Did you disable QOS?
    Did you check for spyware?
    Did you try running without AOL? (AOL's software is bloatware)
    Did you restart your cable modem?
