Sorry, but I need some names here.
Macromedia Director (I'm certain that's the name) allows you to do it but it's a tad expensive (?900 the last time I checked)
I googled it. You will know it by the crappy hand icon, that appears to have six fingers, and no talent.
One more vote for Adobe Premiere. I like editing video, and it's one of the best editing softwares available.
Windows Movie Maker is great for very short videos that don't need a lot of special effects and if you don't mind the only output possible being WMV
Windows Movie Maker is great if you like simple cuts and crappy file sizes.
