The current versions including v3.0 will be free for download and play, the retail will be for NS2 for an updated engine and possibly the older version will be updated for retail for people who dont want to purchase HL to play NS. This is my understanding of it.
I think NS2 is only in the "planning" stage, so it won't be out for quite some time. Most likely, NS will stay free and updated for another year at least.

Like mojo said, no one knows for sure. NS will always be free, if it gets retail, it'll be just like CS. (<- no, not the gameplay, but the way they did it, still downloadable as mod.)
I think that's actually part of the deal with Valve, to keep it free in some form (or at least Valve has veto power over what goes retail, and they know that their free mods are what makes their commercial products successful).
The extra content you can pay for are 1) higher res models, more maps, etc. 2) single player experiances.
Also, Flayra owns all the IP for NS. The only thing that he doesn't own is the engine. If he wanted to, he could purchase a license for another engine (like Unreal, Quake, etc.) and do whatever he wanted there. I do not expect him to develop for anything other than Valve's engines (they have a pretty good relationship), but I wanted to say that it's possible.

Its the bump mapped nostrils that would intrigue you. But we all know its the lens flare from the lights that would just bring everyone to the mod.
The sooner it goes retail the better, as long as Flayra and the team keep control of what goes into the game. I can’t wait to play it on an engine with proper hit boxes, lighting and higher poly counts.
