Is there any kind of guide or tutorial how to start and run a server ? I got HLDS + NS installed on a windows, now I just need to know how to start and run the damm thing and stuff like commands.
take a look in the pinned topics and do a google.com search - you'll find tons of guides based around hlds and counterstrike. Despite being the wrong mod all the basics are the same.

If you got a full house of 32 players, you'll probably need at least about 1.2 upstream.
Most general DSL and Cable ISP's only give you 128 Upstream. They sell you on the downstream, so they say you get a 1.5 stream, but this is generally the downstream--and upstream is something that costs the real money--and isn't really focused on because most people don't use the upstream for general purposes.
I believe SBC sells upstream 256, 384 for about $70-$90 a month.--this will give you about 9-11 players with decent ping--150+ Ping if you stay below 9players.
