Very interesting survey... but I don't think NS needs any kind of rank / command chain system , or even strict rules. Any good teamplayer knows to follow a veteran marine , or to read a veteran alien's requests. Newbies just have to learn teamplay , the easy way if they show good will , the hard way if they don't.
