Ever Since Steam Ive Had Really Bad Ping

<div class="IPBDescription">anything i can do about it?</div> ever since steam im running a ping mid 250's

the game plays fine for me and im appear not to have lost FPS everything plays smoothly.. but it seems everyone has an issue with me teleporting across the screen

i have a
P4 2.8ghz
512 DDR RAM
Geforce 4 64MB
and running off of Windows XP (couldnt hurt to mention)

i have a cable connection with a 1991.04kbps to near 2.83mbps (thats the extreems after 10 runs) connection
so i KNOW i have a good connection im located 30min form dallas TX ..

its jsut weird... (im playing on the servers with the playtesting for 3.0 wherever they are located)

is there ANYTHING anyoen can think of as to why im not getting a good connection ? or anything i could even try to see if i can get a better ping?

    turned on netgraph

    at rate set to 9999 i get a choke of 15-30 just running around

    at rate set at 15000 i had 0 choke and i was getting ping form abotu 198 to 250 with is about 50 pionts below what i was haveing

    moveing i was getting in about 120-300
    staing still i got in about 30

    all the time wethier moveing or stil i was sending out about 20-30

    im still trying some of the methods that was mentioned in earlier posts and others keep saying im still jumping... if anyone thinks of something let me know.... going to try and mess with rate until i hit some magic number i guess lol

    *edit* on a side note im getting a FPS max of 60 even tho i set it to fps_max 100... my monitor was running about 72hz and set it to 85 now... im sure its probably nto related but worth mentioning i guess.. but like i said i dont have any issues with seeing others clearly its them seeing me is whats jumping

    going to try and up the upstream some and see if that helps ill let you guys know if it works....

    Due to the fact that your outgoing bandwidth doesn't change as much as your incoming bandwidth in large games, modem users can get away with keeping this CVAR set to 30. Broadband users will want this set to 40-50. 50 for LAN gamers.

    i have to lower my updaterate way below what I used to have it on won.

    well upping the cl_cmdrate didnt seem to have much of an effect (didnt think it would)

    well ive tried a few diffrent rates and it seems even at 15000 it doesnt to much for the high ping BUT it makes for a much more stable between 189-219 so my netgraph looks like ____-____-__ instead of ___/___/____/

    i also didnt hear any complaining about me jumping so i assumed it has worked.. still doesnt explain why its so high tho
