ha!!! you have to edit the sprites, no ifs ands or buts about it, the hud sprites are a fixed color, so you would have to edit them your self, or i could do them if you tell me what color you want.
You can change the top part of the HUD, along with all the upgrade icons and building indicators, but you can't change the health, armor, and ammo indicators without messing up the Aliens'. This is because they share the same sprites for those few things, and changing the color for one faction would change the color for the other faction as well.

It won't be detected as a cheat. What I expect is the greener areas will remain green while the whiter areas will fade towards blue. Try it out yourself. It's hardcoded as well in TFC, yet it only took a retint and intensity increase to change those colors. As I said, try out what I provided and tell me what to do.

Changing the HUD is not a command, but rather, it's a recolouring of the sprites.
The command for changing the chat messages and death messages is: con_color "x x x" (replace the x's with 0-255 of the RGB scale; you NEED to keep the quotation marks).

That's nearly as bright as it can be, before it becomes too vibrant, and loses most of its detail (such as the Frontiersmen insignia).
Besides, it's only like that because of the background. If I took the screenshot in, for example, Uplink Command in Tanith, the green would be quite bright.
