Cable Modem Help!

It owns and stuff but theres 1 wierd thing ... my ping in NS and other HL mods is kinda big ... I mean bigger than the ping on my dail-up ffs

I do not have a firewall or router and I'm using 98 and have a good comp (P4 @ 1800, 256 ram, TNT2 <!--emo&:p--><img src='http://www.unknownworlds.com/forums/html/emoticons/tounge.gif' border='0' style='vertical-align:middle' alt='tounge.gif'><!--endemo--> )
Ive set HLs connection type to cable

I dont have any ideas now

Also about my ping ... In all seeing eye its around 70 witch is great but ingame its 400 ... its not the ping that annoys me that much ... its the way other players move ... hes here a sec then a sec hes behind me ... very non fluid movement

The netgraph looks like this : _/_/_/_/_/_

It jumps like that about every sec ... very annoying when you aim at warped ppl lol

What I see is best compared to seeing a snapshot every 1/2 sec ... like so:

You have a high choke, if you turn net_graph <b>3</b> on, you see everything in numbers, your choke is probably 99.. see this post on the fix: <a href='http://www.unknownworlds.com/forums/index.php?act=ST&f=18&t=53808' target='_blank'>Here</a>
If its not choke, tell me what it is

Its 0 at any rate and cl_rate i set ... wierd lol

And yup i have set HL to cable settings

EDIT: lol i wasnt looking carefuly but its choke is 0 at rate 8500 but the jumpy netgraph and big ping remain <!--emo&:(--><img src='http://www.unknownworlds.com/forums/html/emoticons/sad.gif' border='0' style='vertical-align:middle' alt='sad.gif'><!--endemo-->
