Back when NS wasn't even out, the "NSGuides" were launched, people that helped new players on servers to understand and play NS, it's either the NSGuide icon, or Playtest Lead, which is, I believe, only Grendel's (aka SHAMUS) or HAMBONE's icon, since they are the only playtest lead's around.

And that would be my name following that icon...
The icon is used on *that* specific server to identify the servers donators. People who pay money to keep the server going. Next to that it also means that players with a purple icon on *that* specific server are on a reserved slot.
For the actual answer to what the purple icon means in general read the post below this one or for more information about the other icons check out this thread.
That's the "Guide" icon, not a personal icon for Grendel. The guide program never took off, probably because the leader of it mysteriously vanished. Seeing how the guide program is defunct, I've changed the guide icons back to PT icons.
Unfortunately, the pop up tooltips never became fully functional. I'm unsure if Flay ever intends to implement them, but they were planned for 2.0 and fell by the wayside while other coding and bugs were handled.
