Packet Loss Or Strange Lag

Hey folks, for the past month now I've been getting random packet loss or lag (can't really tell which) on every server I join. It spikes me up to about 1200-1500 ping for about 1-3 seconds every few minutes.
It's SO annoying, and I just can't figure out what the problem is...
It definatly feels like its not internet realted, just 'cause everyone else on the server doesn't seem to be affected.
It could be an HL error? Well I re-installed hl and ns, and its still there.
Any help would be great

Got some more info, it seems to affect the pings of the servers when I update the list without haveing been in a game... And it sticks around for a while too... So it's got to be somewhere in half life, or the way my system reads HL, since, like I said before, I tried re-installing... (BTW athlon 1800xp, win xp-pro, viperv770, 256mb ram)
I got steam, and played on it for a while with no problems, now its back on steam...
I anyone has any ideas as to what the problem is, please speak up.
