try frontpage. it'll be ugly as hell but it's easy as ####.

if you wan't to make a cool homepage, use notepad, photoshop and a gif animator.
Search for ugly stupid pink and yellow learn-html-pages on altavista or whatever. you should find something atleast. when you know the basics you can advance, and start stealing code <!--emo&:)--><img src="http://www.natural-selection.org/iB_html/non-cgi/emoticons/smile.gif" border="0" valign="absmiddle" alt=':)'><!--endemo-->

here's a link to some cool code:

I use, frontpage 2000, visual interdev and notepad.  The more you know about HTML the better.  Avoid using Word, it makes very bloated, difficult to read HTML.

I use arachnophilia. It's freeware, and while it requires for you to type some things in yourself, you can add tags from menus.

They had it on download.com, last I checked.

Textpad is a great accessory for writing HTML, it's similar to Notepad but it will correctly format your HTML file, change tags to a different color, and show you a list of common tags.  Very nice, but not something to use if you're uncomfortable with writing actual HTML code.

I made my entire website (click my sig picture to go to it) in Notepad; graphics were done in Photoshop.  The place I first learned to HTML is <a href="http://www.ncsa.uiuc.edu/General/Internet/WWW/HTMLPrimerAll.html" target="_blank">this site</a>.  Very nice introduction, and gets into fun things like image maps.

Best advice I can give you: if you see a site you like, check out the source for it.  Sometimes they're a lot simpler than they look; mine, for instance, is just a bunch of tables.

If you don't know any HTML it's the best to either use Frontpage or to learn HTML. I suggest the second, it's not SO hard and even if you use Frontpage or another WhatYouSeeIsWhatYouGet (WYSIWYG) programm, it'll help you to understand it better. I use a text-editor with integrated tag-colouring and html-debugging. Unfortunately it isn't english so it won't help you much...

If you want to make an insanely easy page but want it to look semi cool, if not crappy... *shrug* goto Geocities and use the pagebuilder feature.  If you arent too serious about making a page then you can have up to 5 MEG of stuff on it and its free.  No HTML required.  I did that for a while with my website, its still there but Im beginning to learn flash and HTML so I'm starting to get away from the crappy pagebuilder. ;-)  Good luck!

By the way, dont expect the page to load too fast...
