Navigate to: User Configuration->Administrative Templates->Desktop
You'll find one named "Remove Recycle Bin icon from Desktop", double click it and click ENABLED
Also feel free to dig around w/ this tool, as you can find quite a lot of kick **** stuff to customize your system with. Literally HUNDREDS of things to change and/or tweak, most of it stuff you probably would never even think of (such as locking the skin in Media Player so it can't be changed).
