It's not a good situation but I believe there is a significance to it. With a heating up of internal politics, the press has only given us slivers of what's going on over there. From that I've gathered the attacks on coalition forces have been turning from blatant urban "spray and pray" attacks to focussing on coalition military targets. The reason for this is important from 2 sides: 1) if attacks continue on Iraqi civilians then the "terror" effect could work against the aggressors. People could unite whole-heartedly behind coalition forces to cleanse their country. 2) the most important thing coalition forces can do right now is increase the number of Iraqi military, border guards, and police and spread them around the country. Terror attacks on any of these 3 groups could bolster support from the public for increased efforts to remove the terrorists.
Btw, this distinction between attacks before and after "the official end of major combat" means little to nothing for most of us. It's a political hype tool used by the press. They seem to think it's important to keep a running tally of before and after (presumably for use in the next Presidential election). For those of us who are sending family members and friends, there is no difference. We know there is a job to be done and we know it will be done. We also know it will be ugly. Not to mention expensive. Right now it looks like the biggest obstacle for following through in Iraq won't be the attacks on our troops, it will be Washington politics and their battles in the press. The Iraqis seem to know this also.
