Help, Steam Wont Stop Updating Itself!

Heres the prob, I set hl and mods to "do not auto update"

I try to join a game , and what happens?! It starts updating itself. I look at the settings and auto update is back on. I try to play cs, cs tries to update itself, and hl tries to update itself. And dont say "let it update" Because there isnt anything to update. Whenever I get lucky enough for steam to stop updating nothing and hogging my already crappy 28.8 connection, i can join any server fine.

if that were the case i wouldnt be able to join servers would i? I just installed steam last night, let it run the update, it finished. I was able to play ns fine , aside from hl still trying to update itself randomly. I install cs today. let it run the update. It updates fine, I try to play, auto update starts by itself. I shut off the auto update and attempt to try to join a server again. Auto update kicks in once again for hl and cs. I alt-tab and shut off auto update on both yet again. The updating doesnt stop for a minute or two. Point is, regardless of whether or not there IS or ISNT an update. I turned auto update OFF, which means it SHOULDNT UPDATE UNTIL I SET IT TO DO SO. End.

and before anyone asks, yes I can play cs fine too whenever steam isnt updating a fully updated hl or cs or whatever im playing.
yes I ran nav, ad aware, and spybot (all updated as well) last night too.

and here are my system specs which sholdnt matter anyways

win2k sp3 (just ran windows update last night and i dont want the new sp)

    p3 730
    tnt2 16mb agp
    320mb ram
33.6 dialup connection (and yes I can play just fine, my isp isnt the problem so no "get broadband" answers, there are NO cable/dsl provider here)

I turned off uploading and downloading in my configs

    and set hl to 33.6

    hl was fine before steam

Steam might be updating itsself, not a game. You may also be trying to connect to a server that is using a later version of hlds than you have (meaning your hl is out of date and in order to play on the server, you need to download that version of hl). I might, and probably, am wrong, but this might be whats causing it.

well...maybe youre trying to join a server that has the update that you dont, so it tries to update your software <!--emo&???--><img src='http://www.unknownworlds.com/forums/html/emoticons/confused.gif' border='0' style='vertical-align:middle' alt='confused.gif'><!--endemo-->
