Quick Mirc Question

In MIRC is there anyway to limit the speeds at which files are sent to me? Cause sometimes if I get my legal files from multiple sources they'll fight it out for my bandwidth. One will drop down to like 5kbps, and the fserv has a minimum kbps limit of 10k so it cuts off the download >_<

The limit at which you recieve them is basically as fast as the other used can send it, the only way i can think to cap that is for the sender to enforce a max cps (/dcc maxcps <number>), but i'm sure they won't cap their bandwidth to you just because you want it capped. From browsing the help file there's no such cps caps for recieving files as there is for sending them.
You might find it prudent to search for an mIRC script that can do this. I can't promise there'll be one, but there's a slim chance that there may be.
