Getting C-d To Work

<div class="IPBDescription">having problems</div> For some reason, i am unable to get C-D to work with ns. Never have been either for that matter.
I am at the latest client update(4.5), joining servers that say they need C-D 4.5, and when i join with C-D running, in the console it says server not responding. When i close out of C-D, and join the server it lets me connect but then it boots me off because C-D is required.
So i have some general questions about C-D and NS
do i need to install it in a specific dir(like in my hl?)
does it work with cs retail(which i have)
could it be that im not updated to steam yet either(and won't be for awhile..sadly im on 56k)
and would launching the game through an irc plugin also cause c-d not to be working(i use HLIT to join games)
any help would be much appreciated. (and no, i have no hacks on my computer..for any game)
