Idea- Seperate Versions For Pub And Clan Play

As we all know, getting a decent comm or getting Marines to work together is near-impossible on a pub server. This leads to many many many Kharaa wins (I speak from having played 2.0, 2.01b, d, and e).
Now, I'm far from knowing how balanced NS is for clan play. But I do know that it was originally balanced by top players, which led to 2.0, which is a Marine-loss fest on pubs. I also don't see the problem getting much better as the beta patches come (although 2.01b was kinda nice)
SO, I've come to this conclusion- Clan and Pub play are so insanely different that it's ridiculous to think that both could be balanced at the same time. I classify balanced as that out of 100 games each teams' wins will total ~50. So the obvious solution is to make the game different for pub and clan play.
How would you go about doing this? I'm not too sure. I'm not the game designer here. I *do* have a few simple thoughts, though. Make electrify cost a bit less on pubs. Make upgrades cost less. Make Lerks cost 35 res.
Yes- I know. Those specific balance ideas are probably flawed and could easily imbalance the game towards Marines. The bottom line is that <b>***THE MAJORITY OF NS PLAYERS PLAY ON PUBS***</b>. Someone needs to look at Marines and ask "Why do Marines on pubs lose where Marines on clan servers would win?", then compensate.
I know, my idea is a bit radical, and this post is a bit long. Nobody in Warcraft III ever said "Let's make it so the game is balanced differently for lower level players". The question is- would this change be <b>radical</b> or <b>revolutionary</b>.

With that out of the way, let me put it simply. Flayra does NOT want to develop two mods. That is what this idea would become... turning the game into two seperate factions. It would make switching from pubbing to 'competative' play even harder than it currently is. It would result in more and more balance changes to each side, possibly rendering certain weapons unviable on each side. It would split, branch, and grow until neither side was recognizable from the other beyond on a very basic level.
That is why the only differences between Tournament Mode and non-tourney is that Tourney has Friendly-Fire, and no zero-hive ping of death. It remains the same game overall, but requires advanced tactics, especially in the realm of automated defense placement.
