This would greatly reduce the marine res for kills.. at least until they get weapon upgrades...... might work im not sure..

This is completely useless if the commander is smart enough to drop a shotty. He'll kill you, get the RfK, and quickly pay for the shotty.
If you want a strong skulk stage using dcs, get carapace. Killing the marines is much better than redeeming, and then you can just go heal. You even have at least a chance of surving a shotty blast.
As the game plays now, aliens dominate res nodes in the early game. Thus marines rely on RFK for a larger percentage of their total res than the aliens (at least in the early game). Redeeming (and camping) reduce both marine and aliens kills, thus slowing down the RFK process entirely. In theory, this should hurt the marines more than the aliens.
Unfortunately, as everyone else has said, the mechanics of redemption insure skulks will rarely benefit from the ability.
