Are The Team Balancers Messed Up?

I just got out of a game where it was 8 on 8 to start. Then it ended up on 9 on 6. Then it was even again. Then, somehow, it ended. I looked at the teams and it was 6 marines on 10 aliens.
How do the teams get like that? I don't remember it ever happening in 1.04 but now it seems like if 4 people are standing in the alien join area as soon as a slot opens all 4 are instantly thrown to alien before it realizes what its doing to the teams.
And should anyone care, marines were winning. Hence why everyone was trying to figure out why their screen went black.
