In NS this will be handeled over a in game gui. In CS i.e. it is done by typing "vote playernumber" in console (without ")(you get player number by typing listplayers in console (This is only for cs.)
type admin_Vote_kick <name> *note you only need to type in like 3 letters of there name so if someone was called afghfddfhfdhfdhd just type admin_vote_kick afg in console
