Tzarcon, don't worry. At least on the IRC side of things, Comprox is trying to take care of the problem before it gets worse. He has said he is planning on getting a nice bot into the channel that will log activity and notice patterns, alerting him of some things and stopping people from evading bans and such. Of course, a bot can only do so much, and he has taken it upon himself to add several new ops, who will hopefully be around in the periods of times that are currently troublesome.
Remember though that it is just not up to the operators and moderators to take care of newcomers. President Kennedy's famous words, "Ask not what your country can do for you. Ask what you can do for your country." apply perfectly to an online community as well.
You can make the higher-ups job much much easier if you do things like use the report post to moderator button (only when is truly necessary, though.) If you notice a newcomer doing something wrong and it seems a moderator has yet to do anything, you could send off a kindly worded PM (key word being kindly) to let him know the error of his ways. Sure, it might not help in every case, but it can't hurt.
Other ways of stopping the community from... deteriorating would be to just stop arguing with someone if it seems the argument is going nowhere. These seem to be from where the majority of hostilities come from. It really won't be much of a loss if you concede. I mean, does it really matter in the long run if you lose an argument on the internet?
All I'm saying is that we all need to take responsiblity for the state of the community. Already you see people doing this, for example the NSF will be a big help. Hopefully everyone will realize that they need to take action (in a positive way of course) and not just let the task fall to the moderators and ops.
I agree with Bozzie. "We take care of our own." This should apply here, and that is what you all should do. Otherwise, you're no better than the CS llamas that drop by on occasion.
