Usually, your microphone should be about 1-2 inches from your face. Some mics have a volume control as well, so you might want to check that.
Finally, this one should do the trick, open your Halflife directory and look for voice_tweak.exe. You can change the volume there and also hear yourself.

also type "voice_loopback 1" in the console w/out quotes and you will hear what you sound like in-game... its different than the voice-tweak sometimes...

I just opened the Voice_Tweak.exe and the volume slider was only about 1/8th of what it could go.
