Mirc is free. YOu can register it for $20, but that is optional, works fully without paying. But, I use <a href="http://www.bersirc.com" target="_blank">this</a> which is free also.
mIRC is the best in my opinion. BersIRC is OK as well, my advice would be to try both and see which you like best. mIRC turns you into more of a IRC junky <!--emo&:p--><img src="http://www.natural-selection.org/iB_html/non-cgi/emoticons/tounge.gif" border="0" valign="absmiddle" alt=':p'><!--endemo-->
