Video Becomes Weird After Restart

I am not sure whether anyone had this problem before.. Let's say I reboot my computer and play NS 2.0.. Everything will look fine.. but if I quit the game to desktop and launch the game again.. First of all the part of the game screen will appear at top left corner of the screen while the rest is the desktop.. Then if I press escape and resume the game, it goes to full screen but the scoreboard will look weird (like it's been shrinked a bit and cut off).. I am using GF4 Ti4200 with the newest Detonator driver.. Everything is fine on all other HL games (including the old NS).. Any idea what's going on?
Is there any console command that allow me to do some kind of video restart to fix this problem?
