A nice crash course for Commanding
Alright. As many of you can probably guess. Commanding just got a whole lot different.
Let me sort out some of the more important things that need to change in the 1.04 commander's strategy.

Think about where on the map you are going to be, and plan your strategy around that ! (2.0 isn't forgiving to those who dilly-dally, lock-downs without being aggressive is NOT effective!)

Shotguns are your friends ! Seriously. Use them ! Even public players can use shotguns very well when in groups. And at 10 res each, you can't NOT afford to put one or two in each squad ( And weapons still drop ! You won't lose it if it's never left alone !)

It's ok to use turrets in base, although, it's only suggested if you are aggressive though, replace the lazy marines with turrets and send them out to do your dirty work !

Resource denial is key. This is as important as a hive lock down is in 1.04 ! Do it ! This is your ONLY way of making sure they don't have onii. You will fair extremely well if you have 2 marines that are consantly node hunting. EXTREMELY well !

Use Phasegates ! They're cheap and they work ! Use them ! An obs is only 20 res, phase tech is only 15 and each phase is only 15, with the new resource system this is extremely important, which brings me to my next point.

Aggressiveness = Resource Inflow ! Thats right ! Just by making sure you are keep your enemies in check, you will make bank, this allows you to further your assualt !

If you give the aliens too much time they WILL go ONOS ! They can, it's easy, they get resources for kills and even if they only get one res per tick, they can STILL EASILY go Onos ! Don't waste time ! You can't always afford long games !

Upgrades are VITAL. You need an Arms Lab, this is a must. If you're doing your job, you won't have a problem affording this, and guess what, stronger marines equals more money, the easier it is for your marines, the easier it is for you ! Get upgrades !

You cannot properly siege any area without multiple grenade launchers. They are not optional, in any siege or strike team you should ALWAYS have at least grenade launcher, do not say I didn't warn you !

How to deal with sensory.
While there is no best way to deal with not being able to see your enemy there are certain things that will help make it easier.

Use Scan, You may not be able to use it alot, but it helps to make sure where things are in vital areas or battles

Motion Tracking will help your marines know where they stop, assuming they're not near a sensory, but it's definetly helpful

Use shotguns, it may seem an awkward suggestion, but when dealing with sensory you don't have much time or distance between you and the enemy, with a stable hand, you can easily get a skulk with 1-2 shots. This means that even during surprises, you can still come out kicking.

Don't be stupid. Yes, you heard it here folks, if you know that there is a sensory nearby, or that there is a cloaked OC or RT somewhere, assume that this is not a safe environment, do not just shrug it off, fall back, regroup and GET READY, there WILL be surprises, and as a marine, you can't afford surprises. Make sure you scan, or send in a scout, if a player only thinks you have one marine there instead of three, you're much better off.

Use phasegates, it's pretty simple if you think about it. If your marines only have to walk through a cloaked area once you're much better off then having to take the chances of them having to walk through it multiple times, set up phasegates at opposite sides of the map. You find that its worth not having nasty traps.
